Second announcement
The Indonesia Agency for Meteorology Climatology and Geophysics (BMKG) is organizing the 2 nd International GAW Workshop addressed to the GAW Activities in tropical regions, tentatively on 6-7 October 2010 in Jakarta, in collaboration with the Global Atmosphere Watch Programme (GAW) of the World Meteorological Organization (WMO). The first workshop was held in Jakarta in 2007 and was attended by seven international invited speakers, 15 national speakers and about 100 participants.

Background
Atmospheric composition is a very sensitive element of the environment which is impacted by many natural and anthropogenic processes. It is directly related to the climate via radiative forcing of the greenhouse gases. On the other hand, atmospheric species define the levels of atmospheric pollution and their assessment is critical for human health. Understanding the anthropogenic contribution to the changing climate forcing and atmospheric pollution requires worldwide observations of several atmospheric parameters, such as solar irradiance, atmospheric gases and aerosol mixing ratios, and other physical, chemical, and meteorological parameters.
Tropical regions are important in understanding of climate driving processes, critical for the assessment of carbon pools and regional carbon budgeting. They also serve as a source of reactive (CO, VOCs) gases and aerosols, especially during episodes of biomass burning. To address the above issues, WMO/GAW coordinates the activities of the several Global stations in Africa, Asia and the Pacific region, including Mt. Kenya (Kenya), Bukit Kototabang (Indonesia) and Danum Valley (Malaysia).

Greenhouse gas and air pollutants measurements in Indonesia
The GAW Station Bukit Kototabang, in West Sumatra, has been operated since 1996 by BMKG as a GAW Global Station. It is among 26 global GAW stations across five continents, plus Antarctica and Oceania. This station became the only station in Indonesia that is classified as a pristine air reference station, which has continuous and most complete data of atmospheric physical and chemical measurements. Measurements conducted in this station include solar irradiance, mixing ratios of gases, aerosol concentration, and surface weather observations. The results of these measurements are being contributed to the WMO global data centres: WDCGG (World Data Centre for Greenhouse Gases) and WRDC (World Radiation Data Centre), and also to EANET (East Asia Network on Acid Deposition), and CCGG (Carbon Cycle Greenhouse Gases).
The distinctive factor of the GAW Station Bukit Kototabang is its position near the equator surrounded by the Sumatera tropical rainforest. Currently there are other places in Indonesia that are explored to be considered as new locations for GAW stations. These places are Palu (Central Sulawesi) and Biak (Papua). Both places are potentially good for GAW station establishment, considering their locations and relatively untouched natural conditions.

General Objective
The objective of the workshop is to provide a scientific forum to discuss the national and international roles of the GAW stations (in particular station Bukit Kototabang) in tropical regions, to foster knowledge transfer and information exchange on recent developments in air quality and climate change research for better understanding of the region in these issues. BMKG plans to convene the biannual meeting of GAW workshop as a media for science and expert knowledge exchange on GAW activities.

Specific Objectives
  1. To develop recommendations for policy makers in the region needed to reduce the impact on atmospheric environment.
  2. To improve international cooperation and knowledge exchange between air quality community in Indonesia and institutes in other countries making similar measurements.
  3. To increase an interest of the community in the activities at the GAW Stations and raise the profile of the stations as research centers of national and international importance.
Expected participants
This workshop is targeted towards station managers and department leads in atmospheric chemistry in tropical regions. The same specialists from other regions are welcome to participate in order to facilitate information and experience exchange. Participation of specialists working in policy matters is highly desirable in order to improve communication between scientific, observational and decision making communities and to enable the development of recommendations for reducing of environmental deterioration and its consequences for human health.

Funding opportunities
Very limited funds are available to a few participants from WMO (for more information please contact Dr. Oksana Tarasova, OTarasova@wmo.int) and from BMKG upon request.

Extended abstracts of maximum 2 pages can be submitted at the time of the meeting. They will be published in workshop proceedings.

Pelaksanaan Review, Recommendation and Next Steps Workshop IOWave09

Dalam rangka mengembangkan kerangka evaluasi yang komprehensif dari kegiatan IOWave09 -
14 Oktober 2009 yang lalu, Tim Nasional dan Tim Lokal IOWave09 menyelenggarakan Review, Recommendation and Next Steps Workshop pada tanggal 9 November 2009.  Workshop ini dimaksudkan sebagai forum diskusi evaluasi atas pelaksanaan IOWave09 sekaligus mempersiapkan serangkaian rekomendasi dan rencana tindak lanjut baik di tingkatan regional, nasional maupun lokal. Penyelenggaraan workshop ini berkat kerjasama antara Kementerian Negara Riset dan Teknologi dengan UNDP Regional Office Jakarta. Adapun peserta workshop meliputi Tim Nasional dan Tim Lokal IOWave09 serta perwakilan observer, perwakilan UN Donors dan jajaran pimpinan dari instansi terkait.

Pelaksanaan diskusi dalam workshop ini berjalan cukup dinamis. Guna mencapai sasaran yang
diinginkan, agenda workshop tersusun atas pelaporan dari Observer IOWave09, pemaparan
konsep evaluasi komprehensif IOWave09 dan diperdalam dengan pembagian kelompok diskusi pada tingkatan regional, nasional dan lokal. Pembagian ini dimaksudkan untuk memfokuskan rekomendasi dan rencana tindak lanjut sebagai upaya meningkatkan kesiapsiagaan daerah khususnya Aceh yang menjadi lokasi pusat kegiatan IOWave09 kemarin.

Dalam pemaparannya, Observer IOWave09 yang terdiri dari perwakilan institusi terkait dalam sistem peringatan dini tsunami menyampaikan penilaian dan serangkaian rekomendasi dan tindak lanjut atas pelaksanaan uji sistem peringatan dini dan komando pengendalian darurat bencana Aceh. Penilaian ini didasarkan atas 10 kriteria penilaian baik pada pelaksanaan di Pusdalops-Satlak maupun di tingkatan komunitas masyarakat.
Penilaian tersebut antara lain :
a) Tingkatan Pusdalops-Satlak antara lain kondisi lokasi-peralatan dan SDM, reaksi terhadap gempa,  penerimaan informasi peringatan dini, analisis dan pengambilan keputusan, diseminasi      peringatan dini dan koordinasi provinsi-kabupaten/kota,
b) Tingkatan komunitas masyarakat antara lain ketersediaan alat diseminasi, reaksi terhadap gempa, reaksi terhadap peringatan dini, dan proses evakuasi.

Tim Media IOWave09 dalam kesempatan ini juga melaporkan lingkup publikasi dan diseminasi informasi kegiatan IOWave09. Tim media bertugas untuk membentuk jaringan media yang berperan aktif dalam diseminasi informasi peringatan dini dan proses tanggap darurat. Berbagai rangkaian kegiatan media telah dilaksanakan mulai dari pelatihan, pemeranan dalam table top simulation, dan pembentukan media center dalam pelaksanaan uji sistem Aceh. Tanggapan positif atas pelaksanaan uji sistem 14 Oktober 2009 kemarin menunjukkan adanya komitmen yang tinggi dari media sebagai wahana diseminasi informasi peringatan dini di daerah. Selanjutnya, workshop membahas agenda pemaparan konsepsi evaluasi komprehensif IOWave09.

Konsepsi ini menetapkan 5 indikator utama dalam penentuan status kualitas uji sistem peringatan dini dan komando pengendalian darurat bencana. Kelima indikator utama tersebut merupakan integrasi substansi dari 6 prosedur yang diujikan, 10 kriteria observasi, dan temuan penting nasional dan lokal.  Kelima indikator tersebut antara lain (1) sistem dan rantai peringatan, (2) analisis, penyebaran, respons arahan, (3) komando dan pengendalian, (4) koordinasi institusi dan tupoksi, serta (5) infrastruktur (struktur dan kultur). Kekuatan keberhasilan kelima indikator utama ini akan menentukan status kualitas uji sistem yang ditetapkan terbagi ke dalam status Awas, Siaga, Waspada dan Tanggap. 

Workshop diakhiri dengan presentasi hasil diskusi kelompok nasional dan lokal yang menyampaikan rekomendasi dan rencana tindak lanjut. Keseluruhan rekomendasi hasil workshop akan ditindaklanjuti dengan penyusunan laporan akhir IOWave09 sebagai bahan Indonesia dalam forum pertemuan Working Group 5 ICG-IOTWS di Perth, Australia 30 Nopember 2009.

Disamping itu rangkaian rekomendasi ini akan juga disampaikan kepada Platform Nasional dan Rencana Aksi Daerah Aceh dalam bulan Nopember ini juga. (AD- AKIPT)

IOWave09 Indian Ocean-wide Tsunami Exercise

At the 5th Session of the Intergovernmental Coordination Group for the Indian Ocean Tsunami Warning and Mitigation System (ICG/IOTWS) held in Putrajaya, Malaysia in April 2008, the Member States recognised the need to test the functioning of the IOTWS and decided to establish a Task Team to consider and provide a detailed plan for a proposed Indian Ocean-wide exercise in 2009. The “IOWave09” Task Team, with Indonesia as chair, reported back to the ICG/IOTWS at its 6th session in Hyderabad, India in April 2009 recommending that an Indian Ocean-wide exercise should be held on 14th October 2009 to coincide with World Disaster Reduction Day. This website provides details of the planned IOWave 09 exercise in which all IOTWS Member States are encouraged to participate to the extent possible.

The exercise will simulate the Indian Ocean countries being placed in a Tsunami Warning situation and require the National Tsunami Warning Centres (NTWC) and (optionally) the National Disaster Management Organisations (NDMO) in each Member State to implement their Standard Operating Procedures (SOP). The exercise scenario will replicate the earthquake parameters of the Magnitude 9.2 earthquake which occurred off the coast of Aceh on 26th December 2004 and the simulated tsunami will take approximately 12 hours to travel from its source to the southern coast of South Africa. Exercise bulletins will be issued by the Japan Meteorological Agency (JMA) and the Pacific Tsunami Warning Centre (PTWC) and the exercise will be run in real time. An IOWave09 Exercise Manual will be distributed in the near future with further details of the exercise scenario as well as the text of the simulated warning bulletins from JMA and PTWC.

To ensure that the NTWCs in each country are fully prepared for this functional exercise, the Task Team has decided to run a tabletop exercise on 14th September using the same scenario that will be used on 14th October. There will thus be 2 stages to the IOWave09 exercise:
